摘要：实现全体人民的共同富裕成为当前乃至于今后一个时期内国家的重要施政目标。主流观点认为,再分配是实现共同富裕的关键;不过,再分配与初次分配的关系,以及再分配对于推进共同富裕的作用,仍具较大的讨论空间。正确认识再分配与初次分配的关系,方能把握再分配对共同富裕发挥作用的可能空间。通过对初次分配与再分配之间的关系进行考察,本文认为,初次分配属于制度性范畴,而再分配则是政策性范畴。贫富分化的原因是制度性的,如果把贫富分化的消解手段仅诉诸政策性手段,其效果自然受到影响。影响共同富裕的关键症结在于制度约束。破解贫富分化症结的关键,除了关注再分配政策的作用,更应着力从提升劳动者人力资本、实现更高质量的就业以及保障劳动力要素的自由流动等制度层面来思考,并重新思考制度建设作为实现共同富裕根本路径的重要意义。
Achieving common prosperity for all citizens has become a significant policy objective for the state in the present and the foreseeable future.The mainstream perspective posits that redistribution is crucial for realizing common prosperity;however,the relationship between redistribution and primary distribution,as well as the role of redistribution in advancing common prosperity,remains a subject of considerable debate.A proper understanding of the relationship between redistribution and primary distribution is essential to grasp the potential scope through which redistribution can contribute to common prosperity.By examining the relationship between primary and redistributive distributions,this paper argues that primary distribution falls within the institutional category,while redistribution belongs to the policy category.The causes of wealth disparity are institutional in nature;thus,relying solely on policy measures to address wealth disparity may yield limited effectiveness.The key to common prosperity lies in institutional constraints.To resolve the issue of wealth disparity,it is necessary not only to focus on the role of redistributive policies but also to concentrate on enhancing the human capital of workers,achieving higher quality employment,and ensuring the free movement of labor elements from an institutional perspective,and to re-evaluate the significance of institutional construction as a fundamental pathway to achieving common prosperity.
