摘要：中国农村留守儿童社会保障权是农村留守儿童享有的请求政府依法维护其生存和发展的基本权利,兼有社会权与自由权属性,并以公平与需求作为其价值基础。中国农村留守儿童社会保障权的内容非常丰富,主要包括基本生活保障权、照管保障权、教育保障权、健康保障权;这些权利的实现皆建立于中央政府、农村外出务工人员流出地政府与流入地政府的积极作为与具体援助之上。
The security right of left children in Chinese country has the properties of social right and free right,and its fundamental values are fair value and requirement value.The security right of left children in Chinese country comprises the security right about primary life,the security right about tending,the security right about education,the security right about health.The realization of these rights on the basis of positive action and particular aid of the central government,the government of the place from which the rural persons working in city come,the government of the city to which the rural persons is working in.
