摘要：数字化为慈善迈向合作治理提供了创新性的技术支撑。慈善合作治理以赋予社会更多自主性为根本前提,形成多元主体合作共治,具有平等性、协作性、开放性和共享性等特征。借助技术赋能的核心机制作用,数字化在驱动慈善合作治理中彰显了扩容提质慈善参与结构、精准链接慈善资源、有效规范慈善监管、营造升维慈善文化的重要价值。针对慈善合作治理与数字化之间机制滞后、发展错位、互嵌理念不足等现实困境,需要完善慈善合作治理运行、监管和协同的一贯式保障机制,强化主体数字化与专业化的双向赋能,深化数字思维与慈善意识的价值同构,以推进内嵌于慈善合作治理的数字向善和人人向善的同步实现。
Digitalization provides innovative technological support for charity to move towards collaborative governance.Charity cooperative governance emphasizes the fundamental premise of endowing society with more autonomy and forming a multi subject cooperative governance,with characteristics of equality,collaboration,openness,and sharing.With the core mechanism of technological empowerment,digitalization has demonstrated the important value of expanding and improving the participation structure of charity,accurately linking charity resources,effectively regulating charity supervision,and creating a culture of elevating the dimension of charity in driving charity cooperation governance.In the face of realistic delemma such as lag in the mechanism,development dislocation,and insufficient embedded concepts between charity cooperative governance and digitalization,it is necessary to improve the consistent guarantee mechanism for the operation,supervision,and collaboration of charity cooperative governance,to strengthen the two-way empowerment of digitalization and specialization of the subject,to deepen the value isomorphism of digital thinking and charitable consciousness,so as so promote the synchronous realization of digital goodness and universal goodness embedded in charity cooperative governance.
