摘要：人类工业化进程中所创立的线性生产模式,在私人资本获利性和生态环境无价性的经济制度下,已经无法维持人类社会经济的可持续增长,产业发展必须建立循环技术范式。但物质和能量传输半径的约束,使循环经济的发展应利用工业园区的有利条件。建立既有市场活力,又使生态利益表征“外部性”具有“内部化”体现的技术范式,就需要在发挥市场基础性作用的同时,建立环境有偿消费的政策体系。
The industrial system has founded a linear economic model,which cannot maintain the human society sustainable growth under the economic system of the private capital profitable and environment valueless.The industrial system must found the cycle technology model. Developing the cycle economy should take advantage of the industrial park because of the constrain of the transportation radius of the substance and the energy.To found the technology style with both the market energy and the ecological benefit 'exterior' with the 'interior'expression,we must design the policy about the environmental compensate on the basis function of the market.
