摘要：优化营商环境是降低制度性成本、纾解企业融资困境的关键。本文基于2017-2021年中国沪深A股上市公司数据,实证检验城市营商环境改善对民营企业成长的影响及内在机制。研究发现,优化城市营商环境能够显著促进民营企业成长,经过一系列稳健性检验后结论依然成立。机制分析表明,优化营商环境能够通过交易成本节约效应与技术创新推动效应促进民营企业成长。异质性分析显示,优化营商环境能更具靶向性地促进技术密集型行业、高竞争性行业、成熟期企业以及中等规模企业成长。进一步分析还发现,优化营商环境在促进民营企业成长过程中,带来较为明显的就业改善效应。本文研究内容为“放管服”改革背景下持续优化营商环境、提升市场主体活力,进而推动民营企业高质量发展提供重要参考价值。
Optimizing the business environment is the key to reducing institutional costs and alleviating corporate financing difficulties.Based on the data of China's Shanghai and Shenzhen A-share listed companies from 2017 to 2021,this paper empirically tests the impact of the improvement of urban business environment on the growth of private enterprises and its internal mechanism.The study finds that optimizing the urban business environment can significantly promote the growth of private enterprises,and the conclusion is still valid after a series of robustness tests.Mechanism analysis shows that optimizing the business environment can promote the growth of private enterprises through transaction cost saving effect and technological innovation promotion effect.Heterogeneity analysis shows that optimizing the business environment can promote more targetedly the growth of technology-intensive industries,highly competitive industries,mature enterprises and medium-sized enterprises.Further analysis also finds that optimizing the business environment brings about a more obvious employment improvement effect after promoting the growth of private enterprises.The research content of this paper provides important reference value for continuously optimizing the business environment,enhancing the vitality of market players,and promoting the high-quality development of private enterprises under the background of the reforms to streamline the government,delegate power,and improve government services.
