摘要：改革开放40余年来,前20年县城在中国城镇化战略中的作用突出,但进入21世纪以后,城镇化进程中的特大城市偏好日益明显。随着党的十九届五中全会对县城城镇化的再度强调,这种中国特色的城镇化模式引起各方的再度重视与审视。中国城镇化战略“从偏县城到偏城市再到突出县城”的演变过程,具有内在的演化逻辑与必然性。新时代中国的国际国内发展环境均已发生巨变,县城将成为中国城镇化发展模式转型升级的关键空间布局,县城城镇化模式至少需要包含功能协调、区划设置、交通网络、公共设施、权利保障和治理能力六大支柱。
In the past 40 years of reform and opening up,the counties have played a prominent role in China′s urbanization strategy in the first 20 years.However,after entering the 21st century,the preference for mega cities in the process of urbanization has become increasingly obvious.With the re-emphasis of the Fifth Plenary Session of the 19th CPC Central Committee on the urbanization of county towns,this urbanization model with Chinese characteristics has attracted the attention and examination of all parties.The evolution process of China′s urbanization strategy"from partial county to partial city,and then to prominent county"has inherent evolution logic and inevitability.In the new era,great changes have taken place in China′s international and domestic development environment.Counties will become the key spatial layout for the transformation and upgrading of China′s urbanization development model.The urbanization model of the counties should at least include six pillars:functional coordination,zoning,transportation network,public facilities,rights protection and governance capacity.
