摘要：在70年的演进历程里,我国街道体制及其功能变迁呈现出三大逻辑:街道已经成为基层社会治理的重要主体和载体;以街道为中心的基层治理现代化为国家治理现代化提供了坚实的基础;街道功能转变和能级提升将成为新时代基层治理创新的枢纽。新时代街道体制改革的目标是把街道办事处建设成为基层党建的实施者、城市管理的执行者、基层公共服务的组织者和社区自治共治的引领者。实现这一目标,需要从开展区域化党建、加强权责清单制度建设、促进机构精简合并、加强条块协作联动、推动治理重心下移和应用信息技术手段等方面同时发力、协同推进。
Reforms and changes of China’s sub-district office system and its function in the past nearly 70 years have presented three major logics.First,the sub-district office has become an important subject and carrier of grassroots social governance.Second,the modernization of grassroots governance centered on the sub-district office has provided a solid foundation for the modernization of national governance.Third,the functional transformation and level improvement of the sub-district office will become the hub of grassroots governance innovation in the new era.The goal of reforming sub-district office system for a new era is to turn the sub-district office into a coordinator of government administration,an organizer of grassroots public affairs,and a leader of community self-governance.In order to achieve this goal,we need to work hard to carry out regional party building,strengthen the construction of power list and responsibility list system,promote organizational streamlining,strengthen cooperation between"Tiao"and"Kuai",promote the shift down of the urban resources and apply information technology.
