摘要：城镇化与新农村建设在理论和整体上具有协调性,而在现实和局部上又具有不协调性。在实践中,推进城镇化与新农村建设协调发展的模式包括并进模式、扶植模式、复制模式和吞噬模式,不同模式具有鲜明的特点和适用取向。进一步推进城镇化与新农村建设的协调发展,需要中央与地方各司其职,充分发挥政府和农民的积极性,因地制宜地选择合理的推进模式,更加注重政策协同和政策工具的选择。
In China, urbanization and new rural construction should be coordinate in the theory and the whole development of China, but in the reality and the partial speaking, there are some contradictions between the two strategies. In the reality experience, there are foul models can be pointed out to coordinate the relationship between urbanization and new rural construction, include balance model, support model, copy model and swallow model, each of the models have their features and applicable direction. The further promotion the good relationship between urbanization and new rural construction needs central government and local governments serve well their duties, rely on the two enthusiasms between government and farmers, select the concrete model with foul consideration of local conditions, and try to coordinate the policy and select the right policy instruments.
