摘要：农业现代化的推进是实现我国城乡统筹发展的有效途径,在我国农业现代化发展的过程中,农民群体的分化、农村集体经济组织的分化以及村庄形态的分化是必然结果,这三种分化之后导致农业人口向非农产业的集中,由此就涉及到了农村土地的流转问题,农村土地流转制度的推出是农业现代化推进的重要制度保障。文章从农村土地"谁流转、怎样流转和流转收益归谁"三个方面探讨了农村土地流转的关键问题,从而保障农业现代化的顺利进行。
Rural modernization is very helpful to prompt the integration of urban-rural development,it is a must that three differentiations of peasant groups,collective economic groups and village patterns happened during this process,which result in convergence of non-agricultural population.All of the above is based on the effective land transference,this paper discussed the very problem from ＂who transfer,how transfer and assignment of transfered income＂,in order to prompt the process of rural modernization.
