摘要：在全球气候变暖背景下,开发利用"低碳能源",发展"低碳经济",建设"低碳社会"是欧盟及其成员国的能源和经济的发展方向和未来社会的目标。欧盟能源法律政策的重心也从着重稳定而充足的能源安全供应到注重减少温室气体的排放,保护生态环境,建设"低碳社会",实现能源安全和环境安全的双赢。我国发展"低碳经济",建设"低碳社会",必须学习借鉴欧盟低碳能源的法律政策的经验。
Under the global climate warming,it is the orientation and the object of the energy and economy development towards the low carbon energy development and utilization,development the low carbon economy,construction the low carbon society of the future of the EU society.The EU energy strategies emphasizes on the adequate and stable energy supply security and environmental protection.China whould have to learn from the EU experience on development of the low carbon economy,and construct the low carbon society.
