摘要：社会保险制度最早产生于19世纪80年代的德国,是俾斯麦政府为了维护社会秩序的稳定和构筑社会安全网而推出的重要的社会保障制度,也得到了后续更多工业化国家的积极响应。这一制度不仅实现了由传统家庭保障向现代社会保障的转变,而且实现了工业社会的快速发展和人民生活水平的极大提高。但是当人类跨入21世纪,面临人口老龄化、经济全球化和科技信息化的挑战,如何建立可持续发展的社会保险制度,成为考验世界各国政府智慧的一道难题。
The earliest social insurance system appeared in the 1880s in Germany, which was built by Bismarck Government to keep social stability and construct a social safety net. The system got a positive response from many later industrial countries. The social insurance system made the transformation from traditional family protection to modern social protection, but also made industrial societies develop quickly and people's living standard better than ever. But in the 21th century, facing those challenges of ageing, economic globalization and technology informatization, how to build a sustainable developing social insurance system becomes a world difficulty.
