摘要：西方现代官僚制在运行中因效率低下、脱离民众和忽视公共利益、削弱民主制度等问题日益严重而逐渐陷入困境,由此,官僚制也受到越来越多的批判。西方官僚制困境的根源在于国家的政治统治属性导致官僚制与民主的冲突,以及政党制度导致官僚制的运行缺乏有效的政治指导与协调。而中国政府科层体系由于坚持党的领导和"以人民为中心"的理念,通过不断的改革和完善,实现了价值理性与工具理性的统一。中国科层制运行的实践对理解西方现代官僚制的困境具有启示意义。
Gradually falling into predicaments for increasingly severe problems of low operational efficiency, isolation from the people, ignorance of public interests, and weakened democracy, modern western bureaucracy has received more and more criticisms from all walks of life. The root of the predicaments lies in the national property of political governance, which gives rise of the conflict between bureaucracy and democracy as well as the deficiency of rational political guidance and coordination for bureaucracy under political party system. Thanks to the people-centered principle and the CPC's leadership, the bureaucratic system of the Chinese government, through continual reform and improvement, realized the integration of value rationality and instrumental rationality. Thus,the operational practice of Chinese bureaucracy poses enlightenment for understanding the predicaments of modern western bureaucracy.
