摘要：镇域社区作为中国城市特色的治理单元和研究单位,其重要性被学术研究所忽视。以上海市M镇为例,围绕超大城市镇域社区治理的内涵、特征和主要矛盾的分析,提出超大城市镇域社区治理的可能路径。快速城市化进程中的超大城市镇域社区结构突生,聚而不合,形成流动人口迁居化、社区关系高度脱域、利益结构碎片化特征,造成了城乡差异与冲突、科层规约与条块矛盾、行政过度与有限自治等新矛盾。熨平多重叠加的治理矛盾需从治理理念、治理目标和治理机制三个维度出发,系统推进我国超大城市镇域社区治理体系的科学建构,完善社会治理体系和治理能力现代化的理论与现实议题。
As a governance unit and research unit with Chinese urban characteristics, the town community′s importance was ignored by academic researches. This paper takes M Town in Shanghai as an example, analyzes the connotation, characteristics and main contradictions of the community governance of the megacities, proposes possible paths for the community governance of the megacities. In the process of rapid urbanization, the town community structure of megacities emerges suddenly, and they do not merge together, forming the characteristics of migration of floating population, high degree of community relations, and fragmentation of interest structure, resulting in differences and conflicts between urban and rural areas, and bureaucratic regulations and restrictions. New contradictions such as contradictions, excessive administration and limited autonomy.To smooth out the multiple superimposed community governance conflicts, we need to proceed from the three dimensions of governance concepts, governance objectives and governance mechanisms, systematically promote the scientific construction of the community governance system of my country′s megacities, and improve the theoretical and practical issues of the modernization of the social governance system and governance capabilities.
