摘要：运用社会网络分析方法,以2011年上海9.27轨道交通事故应急管理为例,分析应急预案与应急实践之间是否存在理想的契合关系,以及实现二者的良好契合性需要哪些条件。通过对应急预案和应急实践中的组织合作网络进行比较分析,定性与定量研究结果表明,应急预案与应急实践的有效契合更多地体现为行动者以及行动者之间合作关系的对应,契合误差主要存在于行动者在网络中的位置及其行为选择。由此进一步推论,应急预案与应急实践能够实现高度契合,但前提是要理顺好几项关系,包括廓清权责边界,建立开放协同的合作网络,确保信息共享和沟通顺畅,最后预案还要为实践留下权变的管理空间。本研究对提升应急预案与应急实践的有效契合,促进应急管理科学发展具有理论与实践意义。
Taking the emergency management of the railway accident which took place on September 27, 2011 in Shanghai as an example, this paper intends to investigate the correspondence between emergency plan and e- mergency response and the underlying conditional factors within the social network framework. The qualitative and quantitative results gained through comparative studies of the two different group cooperation networks in the emergency plan and the emergency response show that the correspondence is mostly manifested as the coop- eration between the participants while the lack of correspondence is mainly due to the assumed position and be- havior choices of the participants. Therefore, this paper argues that high-level correspondence between emer- gency plan and emergency response is possible if the emergency plan meets the following conditions： a clearly defined boundary of power and responsibilities, an open and collaborative cooperation network to share information and communicate smoothly, and enough eontingency management space for emergency response. The results are significant to research on emergency management and emergency response, and enlightening to upgrading the correspondence level between emergency plan and emergency response.
