摘要：雾霾不仅仅是一个技术问题,也是一个社会问题。为雾霾治理和防控提出新的技术方案,或者从源头上减少有害气体排放,这是解决雾霾问题的主要途径。但也不能忽略雾霾的社会和制度层面,技术问题背后往往是错综复杂的利益和政治博弈,理解和认识雾霾形成和影响的社会性以及复杂性,有助于更好地降低雾霾风险和损害,形成一个环境公平正义的社会。文章建议从两个维度来研究雾霾,一个是"技术"维度,表示研究过程中是否需要依赖较高的技术或者旨在开发某种技术;另一个是"制度"维度,表示研究者分析这一问题时是否需要关注雾霾形成的各种宏观的社会、经济或法律制度。以这两个维度为准建构一个由"高技术—强制度"、"高技术—弱制度"、"低技术—强制度"和"低技术—低制度"四个象限构成的坐标体系,可以涵盖雾霾有关的各类研究问题。
In recent years,haze becomes the most serious meteorological disaster in China.There are so many broad and deep researches on haze from environmental science,meteorology,geography,medicine and other sub-jects,but research from the sociology or social science research is very little.In fact,the haze is not only a technical problem,but also a social problem.As a branch of sociology,sociology of environmental and sociology of disaster are focused on meteorological disasters.This article takes the view of ＆quot;technology＆quot;and ＆quot;system＆quot;to reconstruct an analysis framework of haze problem.Although Sociology lacks technical means,it can analyze the governance,so-cial and institutional factors of fog from the low technology level.These results can make great contribution to the study of the fog.
