摘要：体育公共产品服务外包是实现我国体育行政部门政府职能转变和保障体育公共产品供给的重要方式,然而服务外包的过程存在多种风险,处理不当可能影响服务外包的效果。因此,该文从研究体育公共产品服务外包管理过程入手,分析管理过程中每个步骤环节存在的各种可能性风险,并建立相应的风险监管机制,通过提高政府管理能力、构建多元组织监管体系和完善评估体系等措施规避体育公共产品服务外包的合同风险、寻租风险、质量风险等。
Public sports product outsourcing is an important way in government transformation and ensuring adequate public sports products supply. However, risks exist in different stages of the management process. Improper treatment towards the risks may lead to negative effects on the outsourcing practice. Therefore, this paper starts with analyzing the outsourcing management process and tries to identify all the potential risks in each phase of the process and make suggestions on risk supervision. It also intends to provide suggestions on how to evade risks connected to contract, rent-seeking, and quality control through improving government management competency, establishing multi-party monitoring system, and improving the evaluation mechanism.
