摘要:数字经济逐渐成为高质量发展的新引擎,在碳达峰、碳中和战略背景下,数字经济发展在城市碳减排方面发挥着重要作用。通过构造城市层面的数字经济发展指数,使用2011—2019年中国223个城市的面板数据,实证考察数字经济发展对城市碳排放的影响,并识别绿色技术创新作用机制,结果表明:数字经济发展能够显著降低城市碳排放水平,上述结论在经过替换被解释变量、调整样本期等稳健性检验后依然成立;作用机制检验表明,无论作用机制是绿色发明专利申请数,还是绿色发明专利授权数,数字经济发展均显著促进了城市绿色技术创新水平的提升,通过绿色技术创新作用机制降低了城市碳排放水平;就异质性分析而言,数字经济的碳减排效应在东部地区、高人力资本城市、高科技财政投入城市和非资源型城市更加显著。研究结论可以为理解数字经济发展与碳排放的关系提供新的视角和经验证据,也为数字经济发展、碳减排、碳达峰与碳中和战略目标的实现提供一定的政策启示。
The digital economy has gradually become a new engine for high-quality development,in the context of carbon peak and carbon neutrality strategy,does the development of the digital economy also play an important role in urban carbon emission reduction?In view of this,this paper constructs a city-level digital economic development index,using panel data of 223 Chinese cities from 2011 to 2019,to empirically examine the impact of digital economic development on urban carbon emissions,and identify the mechanism of green technology innovation.The research results show that the development of the digital economy can significantly reduce the level of urban carbon emissions,and the above conclusions still valid after the robustness tests such as replacement of explained variables and adjustment of sample period.The mechanism test shows that no matter the mechanism is the number of green invention patent applications or the number of green invention patent authorizations,the development of the digital economy has significantly promoted the level of urban green technology innovation,and reduced the level of urban carbon emissions through the mechanism of green technology innovation.In terms of heterogeneity analysis,the carbon emission reduction effect of the digital economy is more significant in the eastern region,cities with high human capital,high-tech financial investment cities and non-resource-based cities.The research conclusions of this paper provide a new perspective and empirical evidence for understanding the relationship between digital economic development and carbon emissions,and also provide some policy implications for digital economic development,carbon emission reduction,carbon peak and carbon neutrality strategic goals.
