摘要：政策执行一直是学界关注的焦点话题,既有研究难以说明一些存在利益冲突的硬性政策也会获得有效执行,原因在于忽视了地方政府在政策执行中会实施创造性的自主性建构。本文从中央、地方与社会的关系视角切入,尝试构建地方政府“执行自主性”的分析框架。对S市耕地“非农化”“非粮化”整治政策执行的个案进行追踪分析发现,地方政府在政策执行中会用足制度空间,并试图抓住政策执行的社会机遇。地方政府通过向上争取制度空间,利用政治合法性、进行指标调节等应对策略,向下抓取社会机遇,实施分层战术、分类施策等灵活手段,实现了“执行自主性”建构,使硬性政策得以“软着陆”。这一发现既展现了硬性政策执行的创新范式,也揭示了地方政府“执行自主性”的生成逻辑与作用机制,为理解新时代硬性政策执行特征提供了更为完善的研究视角与新的理论解释。
Policy implementation has always been a focal point of research,but it is difficult to show that some hard policies with conflicting interests can be effectively implemented because of the neglect of the creative construct of"implementation autonomy"implemented by local governments in policy implementation.This paper attempts to construct an analytical framework of local governments'"implementation autonomy"from the perspective of the relationship between the central government,local governments,and society.A case study on the implementation of the policy of"non-agriculturalization"and"non-foodization"of farmland in S city reveals that the local government makes full use of the institutional space and tries to seize the social opportunities in the policy implementation.By seeking institutional space upward,using political legitimacy,adjusting indicators and other coping strategies,while grasping social opportunities downward,implementing psychological tactics,categorizing policies and other flexible means,local governments have achieved the construction of"implementation autonomy"and enabled the creative implementation of hard policies.This finding not only reveals an innovative paradigm of hard policy implementation,but also reveals the logic and mechanism of"implementation autonomy"of local governments,providing a better research perspective and a new theoretical explanation for understanding the characteristics of hard policy implementation in the new era.
