摘要：推进政府治理改革与创新,需要建构一种共商型决策模式。而作为社会主义民主重要形式的协商民主,对推进共商型决策模式的建构具有重大意义。从实践看,应以协商民主为契机,通过决策环境、决策能力、决策机制的优化、提高和完善,推进政府公共决策向共商型决策模式转型,进而不断提升政府治理能力和水平,有效实现"善治"发展目标,切实满足人民日益增长的美好生活需要。
Under the situation of deepening the reform of the Party and state organs and improving modernization level of state governance in the new epoch,promoting reformation and innovation of government governance needs to increasingly shift public decision model adjusting state and society relationship and to build one consulting discussion model of public policy.As one important form of socialism democracy,deliberative democracy gives important play to governance reformation more and more,and is of great means for promoting construction of consulting discussion model of public policy. Looking from practice,it needs to take deliberative democracy as a basis to promote government public decision turning to transformation and construction of consulting discussion model by way of optimizing and improving public decision’s situation,ability and mechanism,so to improve the ability and level of government governance,to realize the development goal of 'good-governance' effectively,and to meet the needs of the people for a better life practically.
