摘要：我国已做出2020年要形成可复制、可推广的生活垃圾分类模式的部署。但各地仍在试点之中,各城市已探索形成的局部模式也缺乏学理上的提炼和总结。上海是我国推进社区生活垃圾分类先行先试的城市,研究该市社区生活垃圾治理模式,具有重要的现实意义和理论价值。上海在面上推广的"绿色账户"实效不尽如人意,一些社区的探索却引人注目。梅陇三村经过七年的持续实践,已经成为上海推进社区生活垃圾治理的典范社区。文章对该社区垃圾治理模式的源流、特点、成效和困境做了梳理,并在此基础上对其模式化价值做出了研判,对其困境进行了反思,希冀能为推进大都市社区生活垃圾治理制度建设和模式优化起到一定的基础性作用。
The“Green Account”system promoted all over Shanghai by the municipal government is not as effective as expected,whereas the practices of some communities are quite promising.Meilong Sancun Community,after an endeavor of seven years,has become an exemplar community in promoting household waste sorting.This study delves into the origins,features,effects and dilemmas of the governance model adopted by the Community,and tries to sum up its challenges,lessons,experiences and merits.Furthermore,the study gives an in-depth analysis to its sustainability and generalizability.The study is expected to serve as the ground on which to construct or improve the governance model of household waste in metropolitan communities in China.
