摘要：新经济增长理论认为,决定经济增长的重要因素包括物质资本、人力资本、技术进步等,其中人力资本是经济发展的内生因素,并且已经成为经济增长的重要源泉。改革开放以来,山东省经济发展极其迅速,产业结构不断完善,但是人力资本水平却一直处于全国中下游水平,人力资本已经成为正处于跨越式发展关键时期的山东省经济增长的瓶颈因素。本文通过理论分析建立了山东省经济增长的计量模型,并运用计量经济学的研究方法,分析了山东省人力资本与其经济增长之间的关系。研究结果表明,山东省人力资本与其经济增长之间存在着长期的均衡关系,人力资本对经济增长有促进作用,且弹性系数为0.112。但是山东省人力资本存量增长缓慢,经济增长部分主要取决于快速增长的物质资本投入,人力资本要素在山东省经济增长过程中作用并不明显。因此,本文在研究结果的基础之上提出了促进山东省人力资本投资和积累的政策性建议,以期促进山东省经济平稳、快速地发展。
This paper establishes an econometric model of Shandong economic growth,and by using the econometric methods,this paper makes an analysis for the relationship between human capital of Shandong Province and its economic growth.The conclusion indicates that the human capital of Shandong Province and its long-term economic growth have a balanced relationship,and the human capital makes a contribution to the economic growth in Shandong Province,with a 0.112 elasticity.The stock of Shandong human capital grows slowly,and economic growth mainly depends on the part of the rapid growth of physical capital investment.The function of the human capital in the process of economic growth in Shandong Province is not obvious.On the basis of the findings,this paper recommends promoting the investment as well as accumulation of human capital and accelerating the speed of economic growth,looking forward to making the economy of Shandong Province developed smoothly and faster.
