摘要：本文对当前中国社区建设中的四大问题作了新的思考:当前,中国社区的类型多样,但"中国特色"的社区还处于"行政型"社区向"自治型"社区转型的过程中,而且在较长的历史时期,中国的"行政型"社区将发挥主导作用;社区治理要淡化"行政化"倾向,探索社区服务管理创新的模式,理顺社区自治模式中的社区居委会与街道办事处的关系、居委会与政府职能部门的关系、居委会与驻区社会组织的关系、居委会与业委会物业服务企业之间的关系;面对当今中国社区文化发展的三大困境,要区分社区文化的公益性与非公益性的关系,促进社区文化产业培育;中国城市老城区、老社区建设宜居社区,既要借鉴国外宜居社区的经验,更要从不同社区的实际出发,从"人居环境"、"公共服务"、"人际关系"等维度促进社区重塑。
Communities are diverse in China,and now are becoming ＂autonomy＂ from ＂administration＂.In a long period,Chinese ＂administration＂ communities will be dominant.To lighten the style of ＂administration＂ ,we must seek for a new mode,which will deal with various relationships among service management,community committee,owners＇ association and so on.We must tell public welfare from non-public one so as to promote the cultural industry in the community.Comfortable communities will be set up in the old urban living areas.We should use for reference foreign experience and shape our communities in the perspectives of living environment,public service,inter-personal relationship and so on.
