摘要：第三次分配作为我国分配制度的重要组成部分是由道德驱动、社会机制主导的资源配置活动。第三次分配的内涵与特征决定了其在实践中需要多元主体的参与和价值与技术方面的支持,社会工作所具备的价值理念和专业优势预示着两者之间存在相互契合和彼此建构的可能性。社会工作促进第三次分配的机制包括规范实践路径、提供技术指引、充当角色支持、推动精神富裕和实现发展创新等。社会工作应该成为促进第三次分配的重要建构性力量,在充分发挥效能的同时也应该注意角色、伦理及自主性等方面的诸多挑战。
As an important part of China’s distribution system,the third distribution is a moraldriven and social mechanism-led resource allocation activity.The connotation and characteristics of the third distribution determine that it requires the participation of multiple subjects and support in terms of values and techniques in practice,and the values and professional advantages of social work suggest the possibility of mutual fit and construction between the two.The mechanisms for social work to promote the third distribution include regulating the practice path,providing technical guidance,acting as role support,promoting spiritual affluence and realizing development innovation.Social work should be an important constructive force in promoting the third distribution,but while it is fully effective,it should also be aware of the challenges in terms of role,ethics and autonomy.
