摘要：随着"一带一路"倡议的提出,我国企业加快了向"一带一路"沿线国家投资的步伐,东南亚、中东欧国家作为中国企业在"一带一路"沿线国家投资的两极,对其投资环境进行比较分析具有重要的现实意义。文章运用突变级数法,从对外开放水平、政治制度环境、基础建设水平、劳动力可得性4个维度构建系统的投资环境评价体系,对2006~2015年东南亚和中东欧国家的投资环境进行剖析。研究发现,在考察期内,东南亚9国、中东欧16国的投资环境在整体平均水平上相近,但在发展变化趋势上存在较大差异。东南亚9国的投资环境持续优化,并在2010年实现对中东欧16国的首次赶超。
After the " Belt and Road Initiative" was proposed,Chinese enterprises have accelerated the pace of investment in countries along the " One Belt and One Road". Southeast Asia and Central and Eastern European countries are the two poles Chinese companies invested in. Comparing and analyzing their investment environment has important practical significance. This paper analyzes the investment environment of Southeast Asia and Central and Eastern European countries with the mutation progression method to construct a systematic investment environment evaluation system from the four dimensions of open level,political system environment,basic construction level and labor availability. The results demonstrate their investment environment are similar in the whole,but different in the trend. The investment environment of Southeast Asia countries is continuously optimizing. In 2010,it achieved the first catch-up in Central and Eastern Europe. After that,this paper analyzes the related reasons and proposes the corresponding policy implications.
