摘要:农村电商作为数字技术在农村地区的重要渗透形式,其对乡村振兴与城乡均衡发展的积极作用已得到充分认可,但对于其能否助推实现“双碳”目标尚未得到广泛关注。明晰农村电商发展对碳减排的影响及其作用机制对于回应“数字乡村”建设能否兼顾乡村振兴与低碳发展战略这一现实问题具有重要意义。鉴于淘宝村建设已经成为中国农村电商发展的缩影,该研究通过2014—2021年淘宝村数据与282个地级及以上城市面板数据的匹配,并使用对数平均迪氏指数法,将碳排放分解为技术进步效应、经济发展效应与人口规模效应,进而综合运用双向固定效应模型、工具变量法和空间计量模型,从淘宝村建设的视角对农村电商发展的碳减排效应及其作用机制进行了考察。结果显示,农村电商发展对碳减排具有积极作用,即农村电商发展可以兼顾乡村振兴与低碳发展战略。然而,农业类农村电商发展与工业类农村电商发展的碳减排效应具有明显的异质性,其中,农业类农村电商的发展可以有效降低碳排放,而工业类农村电商发展则不利于碳减排。同时,农村电商发展通过降低碳排放强度而对碳排放产生的抑制效应比其通过规模效应产生的碳排放促增作用更强,而农村电商发展对经济发展效应的作用并不显著,因而在总体层面表现出碳减排效应。此外,农村电商发展能够推动城乡人口与产业的再平衡,通过缓解城市化压力和抑制资本深化而助力碳减排。据此,该研究提出应以“数字乡村”建设为契机,通过调节城乡人口迁徙路径和合理规划城乡产业分布,协同推进“十四五”规划中的城乡均衡发展与低碳发展战略目标。
Rural e-commerce,as a crucial manifestation of digital technology's penetration into rural areas,has been widely acknowledged for its positive contribution to China's rural revitalization and balanced urban-rural development.However,its potential in achieving the‘dual carbon’goals has not received adequate attention.Studying the impact of rural e-commerce development on carbon emission reduction and its mechanisms is of great significance for responding to the practice of whether the construction of‘digital villages’can take into account both rural revitalization and low-carbon development strategies.Given that Taobao Village construction has become the epitome of China's rural e-commerce development,this paper matched the data of Taobao Villages with the data of 221 prefecture-level and above cities from 2014 to 2021.By utilizing the logarithmic mean Divisia index method,it decomposed carbon emissions into the impacts of technological progress,economic growth,and population size.Furthermore,a two-way fixed effect model,instrumental variable method,and spatial econometric model were employed to investigate both the carbon emission reduction effect and the mechanisms of rural e-commerce development through the lens of Taobao Village construction.The results showed that rural e-commerce development positively impacted carbon reduction,thus showing that rural e-commerce development could take into account both rural revitalization and low-carbon development.However,there was heterogeneity in the carbon reduction effects regarding different types of rural e-commerce.In particular,the development of agricultural rural e-commerce could effectively reduce carbon emissions,while the development of industrial rural ecommerce was not conducive to decreasing carbon emissions.Meanwhile,the inhibitory effect of rural e-commerce development on carbon emissions,through reducing carbon emission intensity,outweighed the promoting effect of carbon emissions due to scale effects.However,the impact of rural e-commerce development on carbon emissions through economic growth was not significant.Thus,it demonstrated an overall reduction effect in carbon emissions.In addition,rural e-commerce development could reduce carbon emissions by alleviating urbanization and restraining capital deepening.Accordingly,we propose to take the construction of‘digital villages’as an opportunity to jointly promote the strategic goals of balanced urban-rural development and low-carbon development in the 14th‘Five-Year Plan’by adjusting the migration of urban and rural populations and rationally planning the distribution of urban and rural industries.
