摘要：综述了日本在水污染治理方面的法律基础、手段与措施以及河湖水污染治理的方式方法。阐述了日本在水污染治理方面的公众参与特色。指出了日本水污染治理实践对我国的借鉴意义。
With the rapid economic development in Japan,water pollution became a serious ecological problem in the 1960s.Since then the Japanese government has made a great effort to deal with the problem by legislative and technical means.With the cooperation among central government,prefectures and civilians,Japan made significant progress on prevention and control of water pollution in several decades,and has now established a complete prevention and control system from central to local,as well as concepts of protection emphasising the importance of ecological cycle.Legislation and techniques used in tackling water pollution,as well as public participation conducted in Japan could be of some reference significance to China,especially to Shanghai and surrounding area for water pollution prevention and control practice.
