摘要：当前我国特殊困难老人服务供需错位问题依然存在,“供给真空”和“供给过剩”问题同时并存,特殊困难老人生活质量堪忧。从需求管理视角出发,现实中特殊困难老人服务存在需求管理意识不足、供需矛盾突出、服务决策与需求目标对接有限等问题,而需求信息获得不充分、需求分析偏误、需求转化有效性不足等可能是导致供需错位的深层次原因。解决供需失衡问题,需立足公共服务共同生产理念,加快特殊困难老人服务需求管理的制度建设,提高需求调查的动态性、需求分析的科学性和需求转化的有效性,切实推进特殊困难老人服务高质量发展。
Nowadays,the mismatch between supply and demand of services for the elderly with special difficulties still exists in China.The problems of"supply vacuum"and"excess supply"coexist at the same time,and the quality of life of the elderly with special difficulties is worrying.From the perspective of demand management,in reality,there are some problems in the service for the elderly with special difficulties,such as insufficient awareness of demand management,prominent contradiction between supply and demand,limited connection between service decision-making and demand objectives,while insufficient demand information,biased demand analysis,insufficient effectiveness of demand transformation,etc.may be the deep-seated reasons for the dislocation of supply and demand.To solve the problem of imbalance between supply and demand,it is necessary to base on the concept of common production of public services,accelerate the system construction of service demand management for the elderly with special difficulties,improve the dynamics of demand investigation,improve the scientificity of demand analysis and the effectiveness of demand transformation,and thus effectively promote the high-quality development of services for the elderly with special difficulties.
