摘要：近年来由于地方发展的需要,对于农民土地的征用不断增加,由此也凸显出了征地单位与农民之间的诸多问题,其中对于失地农民的社会保障制度安排最为重要,也是最难解决的一个。农民离开了其熟悉的土地成为了新一类群体—"失地农民"。失地农民的失地过程实质上是一个自身全面转变的过程,其生活方式、身份角色、制度安排等都得到了转变,面对这种转变政府依据不同的内容,制订了相应的政策。就社会保障制度来看,各地在实践的过程中,形成了各自具有地方特色的模式。这些模式有其优势与不足,对不同模式进行比较,发现值得借鉴的共性之处,摈弃其不足之处,提出具有针对性、实践性的对策,以求进一步完善失地农民的社会保障制度。
In recent years due to the requirement of local development,more and more land is being confiscated,which has caused a lot of problems.The most important and hard one to solve is to provide social security for the farmers who have lost their land.Without their lands,farmers have become a new group-'land-losing farmers'.The process of losing land is in essence a process of change,which includes the change of living style,role and system arrangement,etc.Considering these changes,the government should make relevant policy for different condition.In terms of social security,patters with local features have been formed in the process of practice.These patterns vary in their merits and demerits.If we compare these patterns and discover the commonness and discard the disadvantages,we can make practical countermeasures to further improve the social security system for the land-losing farmers.
