摘要：京津冀协同发展战略提出三年以来,三地协同共赢的发展格局正在初步形成。京津冀协同发展主要集中在三地交通基础设施互通互联、区域环境联防联治,以及以首都非核心功能疏解为重点的三地产业协同发展等三方面。但三地基础设施互通互联仍然以人员和货物更便利进出北京为重点;区域环境联防联治举措更多采取科学性和落地可行性均较少考虑的行政命令手段;非首都核心功能疏解由于一些逻辑难题以及相关配套措施缺乏而存在进展迟缓特征。在未来三地协同发展上,应逐渐实现三大转向:更多中央理性顶层设计为主转向基层主动创新为主,更多行政命令为主转向市场化调控为主,更多依赖北京资源外溢为主转向津冀自身创新发展为主。
Since the Beijing-Tianjin-Hebei coordinated development strategy was put forward three years ago, the pattern of coordinated and win-win development among the three places is taking shape. The coordinated development of Beijing, Tianjin and Hebei mainly focuses on three aspects： the intercommunication of transport infrastructure, regional environmental coalition and the moving of the non-core functions of the capital out of Beijing. However, the interconnection of infrastructure among the three places still focuses on moving people and goods more easily into and out of Beijing. The executive order that is often implemented by the regional environmental coalition often lacks enough consideration of the order＇s validity and feasibility. What is more, the moving of the noncore functions of the capital out of Beijing is sluggish due to some logic problems and the lack of related supportive measures. In the future, this coordinated regional development should achieve three major changes. First, the toplevel design by the central government should gradually give way to grassroots initiatives and innovations. Second,more executive orders should gradually give way to market-based control. Third, the regional development should gradually change from its reliance on the spillover of Beijing＇s resources to Tianjin and Hebei＇s innovative development.
