摘要：民间组织是"还社会于民"的主要载体。发展民间组织,唯有构建民间组织与政府组织相互间的共生关系,方能"还社会于民"。与此同时,政府组织与民间组织只有在厘清各自地位与作用的基础上,通过制定相关策略进而确立共生机制,才能确保共生关系的维持与发展。
Non-government organizations are the main carrier of ＂return society to the people＂and the only way is developing non-government organizations. And then,the key to realize ＂return society to the people＂is the construction of symbiotic relationship between non-government organizations and government organizations. At the same time,government organizations and non-government organizations only on the basis of recognition of their status and role,by formulating relevant strategy and establish a symbiosis mechanism,to ensure that the symbiotic relationship between maintenance and development.
