摘要：作为国家治理体系的重要组成部分,城市基层治理是国家治理在城市治理的表现形式。如何进一步加强基层建设,创新社区治理模式是一个值得关注的现实课题。在当代中国基层治理中,政府吸纳社会是对当代中国城市基层治理连续性的治理路径,在不同历史时期,基层治理中的社会概念在不断发生变化,因此,应在社会关系中理解基层。政府吸纳社会的基本内涵是基层(社区)回归社会,实现手段是构建以人为本的多层次社会服务体系,作用机制是三社联动,价值目标是在权力秩序与制度安排中实现社会有序发展。现今,基层治理改革不是简单的行政化与去行政化问题,而是如何厘清基层治理中各主体的关系以及联结机制。
As an important part of national governance system, urban grassroots governance is the urban manifestation of national governance. It is a practical topic how to further strengthen grassroots construction and innovate community governance mode. In contemporary domestic grassroots governance, 'government absorbing society' demonstrates a governance pathway of urban grassroots governance continuity. The concept of community in 'government absorbing society' varied from time to time, whose significance should be comprehended in social relations.'Government absorbing society' fundamentally implies 'grassroots or community returning to society'. Its achievement relies on human-oriented multilevel social service network. Its mechanism is the interaction among community, social organizations and staff of social service. And its target is to accomplish orderly social development within the current power sequence and institution framework. Nowadays, grassroots governance reform suggests less a(de-) administrative issue than how to clarify the subjective relationship in grassroots governance and its linkage mechanism.
