摘要：基于儿童权利视角审视社会治理现代化与儿童福利制度转型下的儿童友好城市建设,对于提升城市治理质量、满足儿童福利需求具有重要意义。在权利主体—权利内容—权利保障的分析框架下,儿童友好城市建设具有促进儿童空间权利正义、培育儿童主体价值、保障和实现儿童福祉权益等重要意义。针对儿童友好城市建设中“儿童优先”原则悬浮、“保护与自主”相对失衡、制度设计碎片化等困境,需要坚持“儿童优先”原则,适当平衡“保护与自主”,完善儿童友好制度设计,以构建儿童友好的健康成长环境。
Modernist urban efficiency priority and the development model from the perspective of adults reconstruct children’s rights.It is necessary and appropriate to examine the construction of child-friendly cities under the transformation of social governance modernization and child welfare system from the perspective of children’s rights.Under the analytical framework of right subject-right content-right guarantee,the construction of child-friendly cities is of great significance in promoting the justice of children’s space rights,activating and cultivating children’s subjective values,and safeguarding and realizing children’s welfare rights and interests.However,in the construction of child-friendly cities,with regard to the suspended principle of“children first”,the relative imbalanced between“protection and autonomy”and the fragmented system design,it is necessary to adhere to and implement the principle of“children first”,properly balance“protection and autonomy”and improve the system design of child-friendly cities in order to build a child-friendly healthy growth environment.
