摘要：本文界定了慈善概念所具有的“扶贫救困”和“支持发展”的两大社会功能,分析了慈善组织的一般特征和功能,并依托一些个案叙述和比较了三类民间慈善活动的实现方式、成效及存在的问题,最后提出了鼓励民间慈善活动发展的政策建议。
Firstly, the paper specifies the two functions of charity： relieving poverty and supporting development. Secondly, it analyzes the properties and functions of charity organization. Thirdly, it describes and compares approaches, effects and problems among three civil charity activities according to some cases. Then, it puts forward some policies and proposals of fostering the development of civil charity activities.
