摘要：在中国的人口流入型地区,地方治理往往难以适应复杂多变的流动社会形势。流动社会对科层治理体系的最大挑战是带来了一种更大程度的碎片化政府,表现为科层治理体系的碎片化和协同失灵、科层治理体系的人员复杂化,以及科层治理体系的激励失灵与官员行为消极化。网格化管理代表一种在流动社会背景下形成科层体系内部协同的制度创新。网格化管理之所以被地方政府普遍采用,关键在于网格化管理通过一系列的机制创新,对传统科层治理进行了全方位的基础改造,构建了一套制度性的协同治理机制,较为有效地克服了政府碎片化问题,适应了流动社会背景下的公共治理需要。
In China’s population introduction area,local governance is often difficult to adapt to the complex and volatile mobile social situation.The biggest challenge of the mobile society to the bureaucratic governance system is to face a greater degree of fragmented government,manifested in the fragmentation of the bureaucratic governance system and the failure of coordination,the complexity of the people in bureaucratic governance system,and the failure to incent officials to be active working.Grid management represents an institutional innovation effort to form institutionalized synergies within the hierarchy in the mobile social context.The key reason why grid management is widely adopted by China’s local governments is that,through a series of institutional innovations,grid management has carried out a comprehensive transformation of traditional bureaucratic governance and built a system of institutionalized collaborative governance.It effectively overcomes the problem of government fragmentation and adapts to the needs of public governance in the context of mobile society.
