摘要：在改革开放以来的中国式现代化进程中,社会变迁催生的多重社会问题需要由国家和社会力量共同形成的保护性行动加以遏制,由此形成政府、市场与社会力量共同组成的互动系统。作为一种独特的专业行动,中国社会工作自恢复重建以来得以快速发展的两大核心动力在于:政府制度赋能与社会工作的专业自我建构。制度赋能体现为国家通过强制性制度变迁实现社会工作的制度扩散与合法性建构,通过制度驱动专业化、职业化进程不断演进;专业建构体现为社会工作通过服务建构、体制建构形成对制度驱动的反映性行动,以及对社会问题的专业性回应,由此形成专业社会工作参与基层治理和国家治理的本土进程,彰显其在制度优势框架下的社会治理效能。中国社会工作的这种双重发展动力共同推动着社会的生长,成为有效抵制自由市场扩张以及现代化进程中多重风险生成的保护性机制。
In the process of Chinese path to modernization since the reform and opening up,the multiple social problems arising from social change need to be contained by the protective actions jointly formed by the state and social forces,thus forming an interactive system composed of government,market and social forces.As a unique professional action,the two core driving forces for the rapid development of China's social work through self recovery and reconstruction are:government institutional empowerment and professional self-construction of social work.Among them,institutional empowerment is reflected in the country's institutional diffusion and legitimacy construction of social work through mandatory institutional changes,and the continuous evolution of specialization and professionalization processes driven by institutions;Professional construction is reflected in the reflective actions of social work towards institutional drive through service construction and institutional construction,as well as the professional response to social issues.This forms the local process of professional social work participating in grassroots governance and national governance,demonstrating its social governance effectiveness within the framework of institutional advantages.The dual driving force of social work in China is jointly driving the growth of society,becoming an effective protective mechanism against the expansion of the free market and the generation of multiple risks in the modernization process.
