摘要：改革开放以来,乡村文明经历了从集体文明向个体文明的转换。以解放和发展生产力的实践模式促进了农村经济繁荣与物质生活改善,但同时也引发了乡村社会“公共性”衰落的结构性困境。新时代背景下,乡村文明建设的一个重要方面是重塑社会公共性,其目标定位在于塑造乡村社会的公共福利、公共秩序、公共环境和公共伦理。实现这些目标的举措则要结合中国社会特点,构建多元协同的组织化路径:积极培育农村集体经济组织,夯实乡村发展的经济基础;注重国家与乡村组织的互动协作,形成治理合力;充分发挥“乡贤”在组织治理中的效能,实现乡村社会资本的创造性转化;同时,应以家庭作为乡村社会再组织的基础单元,将家风建设与乡风文明培育作为乡村公共性建设的文化根基,形成具有中国特色的现代乡村文明范式。
Since the launch of reform and opening-up,rural civilization has shifted from a collective to an individual orientation.The strategy of liberating and developing the productive forces has spurred rural economic prosperity and improved material living standards,yet it has also produced a structural dilemma:the decline of rural social publicness.In the new era,a key task of rural-civilization building is to reshape this publicness,with the goal of fostering rural public welfare,public order,a sound public environment,and public ethics.Measures to achieve these goals must reflect the specific features of Chinese society and follow a diversified,coordinated organizational path.Concretely,rural collective-economic organizations should be actively cultivated to consolidate the economic foundation of rural development;interaction and collaboration between the state and rural organizations should be emphasized to generate governance synergies;and the role of“village elites”should be fully leveraged to transform rural social capital creatively.At the same time,the family should serve as the basic unit of rural social reorganization.Family-style cultivation and the fostering of local customs ought to form the cultural bedrock of rural publicness,ultimately helping to shape a modern rural-civilization paradigm with Chinese characteristics.
