摘要：单位制逐渐消解、市场经济不断推进,客观上形成的"市场失灵"和"政府失灵"现状,成为新时期社会体制改革的内在要求,也是当前我国加强政府购买社会服务的逻辑起点;基于当前政府购买社会服务实践中存在的诸多问题,第三方评估机制与实践应成为回应上述问题的重要保障;从以往注重"事后评估"转向"前置评估"与"事后评估"并重,应成为第三方评估机制创新的重要方向。
Either free market self-regulation or government control fails to oversee social reform as work unit system collapses and market economy prevails in contemporary China. Under this circumstance, social services projects funded by government purchasing also require third party evaluation to respond to various challenges faced by these projects. This article further argues that pre-evaluation and post-evaluation are equally important, and to include both procedures in evaluation process is an innovative undertaking that deserves further pursuing for third party evaluation agencies.
