摘要：在传统环境治理中,政府与企业资本的参与过程存在诸多问题与不合理之处,这为公众与社会资本参与环境治理提供了可能性。而当下我国正在推进的"互联网+"行动、"众筹"等社会融资新模式,与环境治理相结合后产生了环保众筹这一全新的发展模式,成为社会资本参与环境治理新的重要途径。对我国仍处于发展萌芽和起步阶段的环保众筹进行综合分析,针对传统环境治理资本参与问题提出了在环保众筹中构建三大主体资本参与环境治理的新模式,从而推动社会资本更好地参与环境治理。
For the China＇s traditional environmental govemance, there are many problems and unreasonable factors in the participation process of government and business capital. It provides the possibility for the public and social capital to participate in environmental governance. And the government promotes the action of＂Internet Plus＂ and ＂crowd-funding＂. So the environmental protection＇s Crowd-ftmding, combined the new mode of social financing and environmental governance, has become an important way for the development of social capital participated in the environmental governance. To give a comprehensive analysis for it in the initial stage of germination, we should have a new construction in terms of three main capitals to participate in, according to the problems of traditional environmental governance. Therefore, the participation in environmental governance for the social capital will have a bright future.
