摘要：我国人口老龄化程度快速加剧导致养老服务需求急剧扩张,养老服务供需失衡已成为当前亟待解决的问题。构建一个高效的多元主体参与的养老服务社会化供给体系迫在眉睫。本文立足于上海市浦东新区WF街道的发展经验,探讨了养老服务的社会化运作逻辑。通过研究发现,养老服务供给的行动者包括政府、企业、社会组织和社区居民,行动者之间并不是相互孤立的,而是通过参与机制、信任机制和协商机制进行互动并形成相互联结、相互支持的治理网络,构建治理复合体。以合作、联结为特点的网络治理模式也将成为未来应对养老服务危机甚至发展其他公共服务的主要行动策略。
With the fast aging of population in China,the need for elderly care has increased rapidly. Based on the experience of WF Community of Shanghai,this paper explores the operational logic of socialized elderly service. The study shows：1） the actors involved in service supply include government,businesses,social organizations and community residents; 2） the actors are not isolated, but interact by active participation,constructing mutual trust and consultation in a governance network;3） the actors work as a complex governance community. Above all,network governance characterized by partnership and connection will be the available strategy to deal with the aging service crisis in the future.
