摘要：执政合法性资源会随着社会发展出现变动。意识形态曾是中国共产党执政合法性的主要资源,后被经济绩效取代。当前公共危机常态化趋势凸显,经济绩效提供合法性的能力在减弱,公共危机管理绩效成为新的重要合法性资源的生成点。为培育和获取公共危机管理绩效资源,政府应注意对公共危机管理中的权力进行约束,规避权力与责任隐性不对等带来的风险,并逐步向社会转移权力。
Legitimacy resources will change with the development of society.Ideology was once the main legitimacy resources,but replaced by economic performance.At present,public crises are becoming normal things.With the weakenss of the ability of economic performance to provide legitimacy,public crisis management performance is becoming an important new legitimacy resources.In order to cultivate and obtain public crisis management performance resources,the government should pay attention to constraint power,avoid power and responsibility recessive unequal risks,and transfer power to the society.
