摘要：后疫情时代地摊经济的昙花一现在打通城市生活的同时也引发了摊贩治理问题的反思。摊贩空间伴随着城市化的逐步推进以及治理理念的更新呈现出反复式发展的特征,一方面是城市规划理性主导的正规化实践,另一方面是由于治理有限性导致的再度非正规化。摊贩空间的弹性化体现了空间活力诉求与提升城市品质之间的矛盾,经过治理的、有品质的摊贩空间出现低活力的现象;而高活力的流动摊贩往往具有低品质的特征。不适当的空间干预造成了摊贩空间活力与品质的二律背反现象,减少流动性、增加固定性的正规化治理实际上是对城市品质的误读。活力与品质矛盾的调和依赖于对正规系统的调整,参照非正规性的发展规律倒逼制度创新应是摊贩管理行稳致远的核心。
In the post-pandemic era,the flash in the pan of the street stall economy has not only opened up the city life,but also triggered the reflection on the governance of street vendors.Along with the gradual advancement of urbanization and the renewal of governance concept,the stall space presents the characteristics of repeated development.On the one hand,it is the regularization practice led by rational urban planning;on the other hand,it is the re-regularization caused by the limitation of governance.The flexibility of the street vendor space reflects the contradiction between the demand for space vitality and the promotion of city quality.The managed and quality street vendor space has low vitality.Mobile vendors with high vitality are often characterized by low quality.The improper space intervention has caused the antinomy between the vitality of the space and the quality of the street vendors.The regularization management that reduces the fluidity and increases the fixed character is actually a misreading of the quality of the city.The reconciliation of the contradiction between vitality and quality depends on the adjustment of the formal system,and the core of the stable and long-term management of street vendors is to force the institutional innovation by referring to the development law of the informal.
