摘要：在全球气候变暖和能源日益紧缺的背景下,开发利用"低碳能源",发展"低碳经济",建设"低碳社会"是我国能源和经济的发展方向和未来社会的目标。低碳经济的实质是能源效率和清洁能源结构问题,发展低碳经济的核心是发展低碳能源。在低碳经济理念下,推动能源生产和利用方式变革,构建安全、稳定、经济、清洁(低碳)的现代能源产业体系。确立能源与生态环境协调发展的能源法理念,构建低碳能源体系,实现能源的低碳化、清洁化,减少温室气体的排放,保护生态环境,建设"低碳社会",实现能源安全和环境安全的双赢。
In the context of global warming and energy scarce increasingly, It is the development direction of China＇s energy and economic and social objectives of the exploitation and utilization of ＇ low carbon energy＇ and the development of ＇ low carbon economy＇, the construction of ＇ low - carbon society＇ in the future. Low -carbon economy is the essence of energy efficiency and clean energy issues, the core of the development of low - carbon economic development is the development of low carbon energy.
