摘要：当前学界对城市社区协商民主的研究多关注其机制分析和本土化实践的独特性,而较少地重新回归主体性来深层次地理解和阐述城市社区协商民主的属性和方向,并在此基础上提出实践主张。社区协商民主归根到底是"人与人之间的协商",作为参与者的不同类型主体应当以人为中心,据此方能获得社区协商民主的真实意义。在此一基本认知之上,城市社区协商民主在内蕴着政治性、行政-自治性和社会性的城市社区中运转时会具有作为政治规则、治理能力和生活叙事的实践属性。由这一属性生发的主体性观念和自主性精神指引着社区协商民主要围绕协商与民主的共在共生来确立基本方向,其中创设新的主体位置来实现条件与目的的磨合是社区协商民主的行动方向,以制度自觉以及自我发展和自决来实践包容性是社区协商民主的互动方向。在塑造社区生活秩序成为社区协商民主的基本目的时,合法性基础和能力更新分别成为其实践主张的政治支持构件和能力支撑构件,而构建主体责任者的机制则成为其具体的实践主张。
The current academic research on urban community deliberative democracy pays more attention to its mechanism analysis and the uniqueness of localized practice,but more attention to its mechanism analysis and the uniqueness of localized practice,but rarely returns to its subjectivity to deeply understand and explain the attributes and direction of urban community deliberative democracy and put forward practical propositions on this basis.This article emphasizes that community deliberative democracy as“negotiation between people”,and different types of subjects as participants should be people-centered,so that the true meaning of community deliberative democracy can be obtained.Based on this basic cognition,urban community deliberative democracy will have practical attributes as political rules,governance capabilities,and life narratives when operating in urban communities that are inherently political,administration-autonomous,and social.The concept of subjectivity and the spirit of autonomy derived from this attribute guide the community negotiators to establish a basic direction mainly around the symbiosis of consultation and democracy.Among them,creating a new subject position to achieve the running-in of conditions and goals is community consultation democracy.The direction of action is to move towards inclusiveness through institutional consciousness and self-development and self-determination is the interactive direction of community consultation and democracy.When shaping the order of community life becomes the basic purpose of community consultation democracy,the foundation of legitimacy and capacity renewal have become the political support component and capacity support component of its practice propositions,and the construction of the mechanism of the principal responsible person has become its specific practice proposition.
