摘要：习近平立足新时代城市建设和发展的新挑战,对城市发展诸多深层问题进行深入的理论和实践探索,基本形成了以“人民城市人民建,人民城市为人民”,即“人民城市论”为主要框架、核心内涵的城市建设和发展理论。“人民城市论”的逻辑生成于马克思恩格斯城市发展思想,国外马克思主义城市发展思想是其理论渊源和借鉴;我国和以前苏联为代表的社会主义国家在社会主义城市建设和发展中的经验教训是其历史依据;当下中国城市建设和发展的实践,及其深层次矛盾带来的实践需求构成了习近平“人民城市论”的实践基础。在“双循环”新发展格局背景下,城市逐渐成为社会主义制度优势和治理优势凸显的主战场,城市的人民性进一步彰显了社会主义城市属性,是党领导人民进行城市建设、推动城市发展的初心所在,必须结合新时代实践发扬光大。
Based on the new challenges of urban construction and development in the new era,Xi Jinping has made in-depth theoretical and practical explorations on many deep-seated problems of urban development,and basically formed the theory of urban construction and development with"people's city by the people,people's city for the people",that is,"people's city theory"as the main framework and core connotation.The logical generation of"people's city theory"lies in the fact that Marx and Engels'urban development thought,the foreign Marxist urban development thought is its theoretical origin and reference,the lessons learned in the socialist city construction and development represented by China and the Soviet Union are its historical basis,and the practice of Urban Construction and Development in China and the practical needs brought about by its deep-seated contradictions constitute the practical basis of Xi Jinping's"people's city theory".The current significance of"people's city theory"lies in that,with the rise of"urban China"in the era of globalization,especially in the context of the new development pattern of"double cycle",cities have gradually become the main battleground where the advantages of socialist system and governance have been highlighted,and the people's character of cities has further demonstrated the attributes of socialist cities,which is the primary goal of the Party to lead the people in urban construction and promote urban development,and must be carried forward in combination with the practice of the new era.
