摘要:未来世界能源供应和消费将向多元化、清洁化、高效化、全球化和市场化方向发展,我们要面对能源安全的挑战,构建全球视野下能源安全法治保障体系。全球视野下的我国能源立法,要寻找到同时能够实现保障能源安全、促进经济发展和保护环境的目标;需要我国能源立法要不断创新,在生态文明建设背景下,推动能源开发利用的低碳化、生态化和市场化;在开发利用能源时,加强惜缘节约和环境保护,减少污染排放,减少温室气体排放;在能源发展战略、规划、原则、法规中要贯彻生态文明建设理念;生态文明建设理念要贯彻到能源发展战略、规划、原则、法规中去。能源立法原则、制度、标准、标识要向低碳转型;全面实现节约发展、清洁发展和低碳发展,实现能源和人口、资源、环境的协调发展和可持续发展,保障我国能源安全和环境安全。
Worldwide energy supply and consumption will be developed into diversified, clean, efficient, global and marketoriented in the future. Facing energy safety challenges, we have to build up legal energy security guarantee system under global perspective. Under global perspective, energy legislation's target in our country is to both realize energy security guarantee and promote economic development and environment protection. Under background of ecological civilization construction, energy legislation in our country need keep innovation to promote low carbonization, ecology and market orientation of energy development andutilization. During energy development and utilization, we must adhere to energy saving and environmental protection, reduce pollution emissions and reduce greenhouse gas emissions. We must implement ecological civilization construction concept in energy development strategy, planning, principles, laws and regulations. Energy legislation's principles, systems, standards, signs should be integrated into low carbon. To fully realize economic development, clean development and low carbon development, to realize coordinated development and sustainable development of energy and population, resources and environment in order to ensure energy security and environmental security in our country.
