摘要：医疗服务市场有诸多特性,存在市场失灵,但公共生产同样存在政府失灵,医疗服务的生产应谋求政府与市场的合作协调。在医疗服务生产链中的不同节点,政府与市场的功能定位不同。医生在医疗服务生产中居于主导地位,是有缺陷的代理人,应实行有管理的多点执业。我国医疗服务生产中促进政府与市场合作协调需要完善相应的保障机制。
Many characteristics of the medical services result in market failure,but also existence of government failure in the public production.It＇s necessary to seek cooperation and coordination between the government and the market in areas of production of medical services.In different nodes of the medical supply chain,the government and the market play different roles.Being defective agents,doctors have the dominant positions in areas of production of medical services,scopes of practice under the management of the Government.To promote cooperation and coordination between the government and the market,it＇s necessary to improve the appropriate protection mechanism in areas of production of medical services in China.
