摘要：改革开放以来,随着中国经济的快速发展,城市化区域不断扩张,特别是随着经济发展、人口导入聚集和区划调整,出现了大量人口高度集聚、经济体量可观、管辖范围广大的超级大镇,原有镇级管理体制出现了较为严重的"人大衣小"、"脚大鞋小"的管理体制瓶颈。本文梳理总结了中国快速城市化进程中镇级体制调适四种模式,包括镇改市模式、强镇扩权模式、析出街道模式和镇管社区模式。通过对上海及浦东新区对镇管社区模式探索经验的实地调查,得出镇管社区模式是一种中间、过渡性质的体制安排,有助于低成本、动态化地解决快速城市化区域超级大镇的体制调适问题。
Since the Reform and Opening up, China has been experiencing rapid economic development and expansion of urbanization area. Especially, with the economic development, population agglomeration and administrative division adjustment, a large number of Big Towns appeared in the big city suburbs, holding a huge population, considerable economic volume and large scale size. In the town level governance, the original town-level administration system has got serious problems, such as ＇adults wearing small clothes＇ or ＇big feet wearing small shoes＇ . This paper summarizes four models of town-level administration system adaptation in China＇s rapid urbanization process, including change town to city, strengthen town to get more authority, separate street from town, and community administration under town-level government. Through the field investigation for the exploration in Shanghai and Pudong New Area, the authors concluded that the community administration under town-level government model is an intermediate and transitional institutional arrangement, which helps to solve the problem of rapid urbanization in a low-cost and dynamic way.
