摘要：在农业现代转型的背景下,由地方政府主导的土地集中流转是否可行?它可能会带来怎样的风险?本文研究认为,农民对土地的依赖程度、村庄资源、农业社会化服务水平以及基层组织的动员能力等,是土地集中流转能否顺利实施的决定性因素。受区位、发展历史等因素影响,各地城镇化、工业化水平不尽相同,很多地区并不具备土地集中流转的条件。土地集中流转在部分村庄的成功,往往得益于区位优势和强大的内外部资源,其经验可能并不具有普适性与推广价值。政府强行干预土地集中流转,既可能造成新的不公,加剧村庄的社会分化与矛盾冲突,也将使不同利益主体面临巨大的经济社会风险。因此,政府的干预应有限度。
This article starts with the questions whether it is feasible to implement large-scale land circulation and concentration led by the government, and what kinds of potential risks there may be. It puts forward that the farmers' degrees of dependence on land, village resources, the level of agricultural socialization services,and grassroots organizations' mobilization ability are the decisive factors for a successful implementation of land circulation and concentration. Due to the influence from different factors such as regional advantage,development history, urbanization and industrialization level, many regions fail to meet the requirement of land circulation. Since the success of land circulation in some villages should mostly be attributed to their regional advantage and powerful internal and external resources, their experiences may not necessarily be representative. If the government intervenes in land circulation forcefully, it may cause new types of social inequality, aggravate social stratification and conflicts in villages, and pose great economic and social risks to different parties of interest. Therefore, the article concludes that government intervention should be limited.
