摘要：文章分析了上海乐群社工服务社成立的背景、运作模式以及外部环境对其的影响,认为该服务社的实验对于我国社会工作组织和整个非营利组织的发展具有深远的意义,并提出社会管理体制的改革和公共政策的支持是我国专业社会工作发展的必要条件。
This report mainly gives an analysis of the founding background of Lequn Social Work Service, its running pattern, as well as the influence from outside. It states that the experiment of the Service has profound significance for the social work organization and the whole non-profitable organization in our nation. It proposes that the reform of social administration system and the supporting public policy is the essential condition to professionalize social work.
