摘要：上海要守住永久基本农田底线、生态保护红线、城市开发边界和人文保护底线,走以盘活存量为主的内涵式可持续发展道路,推动空间利用模式的全面转型和土地利用方式的根本性转变,构建宜居紧凑的生活空间、集约高效的生产空间和绿色怡人的生态空间。农地利用需要合理确定用地结构,注重农林水地的复合利用,以产业融合、功能提升为导向,有序提高农地产出效益,探索渐进式、精细化、智慧化的农地利用模式。
Shanghai must maintain the bottom line of permanent basic farmland,the red line of ecological protection,the boundary of urban development and the bottom line of humanistic protection,and take the road of connotative sustainable development focusing on revitalizing stocks,and promote the overall transformation of space utilization patterns and fundamental changes in land use patterns.Construct livable and compact living space,intensive and efficient production space and green and pleasant ecological space.The use of agricultural land requires the rational determination of land use structures,emphasis on the composite use of agricultural,forestry and water resources,industrial integration and functional enhancement as the guide,orderly improvement of agricultural land output benefits,and exploration of progressive,refined and intelligent mode of agricultural land use.
